Dukkhaman: Apparently you don't know how US budgeting works. Social security, medicaid, etc. are set at certain levels *by law* and thus, aside from changing the law, the US congress has no discretion in how much is spent on those things. The remaining things, shown in the chart above, are *discretionary* expenditures, meaning congress gets to choose how much is spent on what, and usually does so on a yearly basis. Thus this is a far more accurate picture of US budget priorities than it would be if the "massive domestic services" were included.
