In Poland there`s no such marks, we have 2 or 3 letters at the begining and then some digits, and besides we`ve got a flag on it. And in Poland police cars got blue strips not green as we see on that car

They're definitely Polish ... SKODA FELICIA is car made in CZECH REP. But as someone said in CR is police marked POLICIE not POLICIJA. And insignia isn't CZECH neither.
