It´s a simple solution:
Regular speed-limits (as the lower sign) end when you´re driving into the next street or when an other street comes into the speed, where this limit is.
Because of that reason, you can find in Germany speed zones that´re telling you the limit for hole areas (as districts for example).
The upper sign tells us, that one of those zones is ending (the back side of that sign has a red circle with black numbers and letters), the lower sign means in this case, that the following road is going ahead with that speed limit.

Hm, ok the red sign is just 1 inch closer to the spectator then the white sign, so it first says slow down, and then speed up :)

Accurate it says you have to drive 30 Km/h for this 1 inch !
