I think it's a bullet. And the water comes from the condensed jelley caused by the hot bullet have a meeting with the cool jelly (by the way... I like Jelly )

Actually it is clear toothpaste and the picture is the top of a toothpaste container with the toothpaste coming out and the projectile is a pellet from an air gun...the purpose is unclear to me.

Its a photo of a bullet shot in a jelly I think.

To be more precise, looks like a wadcutter (flatnosed) pellet from a pellet gun shot in lime jello from a jello cup, upon an overturned saucer.
